Apple yesterday delivered iPhone OS 3.1 Beta, available for download at Apple's developer site. This is not a public release and requires you have a developer account. The latest releases patches the hack that enabled tethering on AT&T. Other notes worth mentioning include the public API for manipulating live video, allowing for augmented reality applications for the iPhone 3GS.
