No, Apple and Cingular will not sell an unlocked version of the iPhone. When a phone is "locked" to a wireless carrier, it means the phone cannot be used on a different wireless carrier. If Apple were to release an unlocked iPhone, theoretically it would work on any compatible GSM carrier including T-Mobile, Orange and Telstra.

It really is disappointing that Apple did not even consider releasing an unlocked version of this phone. Needing to lock into a specific carrier is somewhat archaic. Personally, I have found AT and T to be one of the worst - Once having signed up for a two year only to have them later change the terms of the contract. Too bad Apple had to sell out and limit themselves to AT and T.

The decision to not release an unlocked phone, and to limit carriers to ATT alienates true Apple customers like me, who live where ATT has no coverage. I've asked if Edge Wireless (an ATT affiliate) would carry the phone or support the phone, and the answer was negative. Apple, are you listening? I'm not the only one.

Since it doesn't look as though there will be unlocked iphones and even though I am with the prior ATT of CIngular with the unlimited "all you can eat" plan for US$99, my guess is Cingular is going to screw all of us on this and make us trade plans if we want the iphone.
