According to an article in MSNBC, Steve Jobs was quoted as saying, "he didn't want a rogue application to take down Cingular's network."
It has been speculated that Apple and Cingular are looking to minimize support issues for the first generation iPhone. By now allowing third party applications, this improves the stability of the iPhone platform. The iPhone some derivative of OS X, so one would think that over time Apple will start to encourage development.
