Default public wifi problem

Hello,

I am having a similar problem to others that have posted, but I have found no solution in any of the responses that seems to work. My iphone has no problem connecting to the wifi at my house (password encoded), but anytime I try to connect to a public/free wifi network it doesn't work. It says that it is connected and the E changes to the wifi symbol in the corner but I get the dreaded "Cannot Connect to Safari" message. I know there was a suggestion in other threads about the network not really being free but I tried it at the public library as well, and it wouldn't even give me the login page because I couldn't get past the 'cannot connect' message. I also tried turning the wifi off for a bit, as well as restarting the iphone, and neither worked. Does anyone have any ideas? Thank-you for your time.
