iTouch - Connected by Wifi, but can´t connect to internet

I have a jailbroken iTouch, and I bought it in the USA. I would go on the internet by Wifi, and it would work, and I just went to Spain, and when I connect to any wifi, it connects with either 2 or 3 bars, and the when I go onto the internet, it says, "Safari cannot open the page because it is not connected to the internet," and when I go onto iTunes, it says, "Cannot connect to iTunes Store." Is this happening because it is in another country, if not, why, and can it be fixed??
