they may have what appears to be an open network but are matching MAC addresses ... (your unique Ethernet ID) so you could be connected but not have authority to use it.
There are other possibilities but this should give you the idea that a connection is not always something workable.

Exactly what I was going to say. Sometimes when I get the little pop up to join a network, I join. I get full bars, but when I go to a webpage, it asks for a user id and a password. It drives me nuts. Why can't they just have it locked?
