Where to put it depends on the firmware version on your iPhone. If you're on latest (1.1.4) then you need to copy it to:
/var/mobile/Library/ Summerboard/Themes

You need to use the Summerboard app to activate the theme.

I did that and I can't find them, went into smb prefs, not there, went into summerboard themes not there, themes not there, custome themes not there
now what do I do? I'm at a total loss as to what comes next.

Then you have not installed them properly. Because they must be in the /private/var/mobile/Library/SummerBoard/Themes folder. If they reside there then you will be able to see them in the SMBPrefs.

Good luck

You have to power phone off, and back on, for summerboard to be active.
Only have to do this the one time after you install summerboard.
