I can't find one but does anyone know of a program that runs on the phone that will allow you to browse the directories and open image files such as the icon.png files for viewing? I can look at them through my desktop computer connected to the phone but I need something that runs on the phone itself.

Have you tried Mobile Preview in conjunction with Mobile Finder? They go hand in hand, one browses, the other previews an image you click.

Are you talking about mobile finder and mobile preveiw
Mobile finder gets into the files on the iphone and then you can use preview to view photos from (ie Swirly MMS).
