I just got done jailbreaking and.....
had an option to update the installer to 3.1 should I do it
Also I downloaded the like 750 new icons or whatever and cant find out how to find them anybody know |

The Installer update is fine to do.
The 750 icons pack sounds like maybe the add-on pack for the Theme Builder app? If so, you'll need to install Theme Builder in order to see and work with them ...

Installer 3.1 adds a search feature, so yes, update it. I'm not sure about those icons, but ThemeBuilder is a good guess.
