Default Mac Pro customizability

I know the thing has pretty much the same innards as a PC these days, save for the difference between EFI and BIOS...but that (BIOS) is one of the things I use the most to configure such things as my chipset settings, memory timings, etc... Is there a similar utility in a Mac? For instance, if I won the lottery and went all out on a Mac Pro and went out and got some Radeon 4870 X2s to throw in there, and wanted to overclock the processor, could I do that with a Mac Pro in a similar fashion that the enthusiast PC motherboards do with BIOS utilities?
