Default I cannot restore or update, please help!!!

Ok i consider myself tech savvy, and Ive had an iPhone ever since it came out (i upgraded to a 3GS last month or so) and ever since the awesome flawless iTunes 9 came out and i upgraded, it fails when i go to restore or update my iPhone or iPod touch or my friends iPhone. it says it finishes (sometimes if im lucky enough to make it through the whole process) and starts to reboot the iPhone, when the iPhone boots back up my laptop makes the tri-tone sound to say it recognizes it, but when that happens iTunes flashes back up and says it has found an apple device in recovery mode and to please restore it to its faculty settings even though that's what i did in the first place. this only started happening when i upgraded iTunes.

yes i have uninstalled and downloaded (again) and installed iTunes again for the 6th time now, and i have tried restoring to 3.1 as well as 3.0 and it still does it.

anyone else experience this problem? anyone have a solution? because i jailbreak and put songs/videos/etc. on a lot of peoples iPods for money and if i cant restore or update that's a big problem.

i am running windows vista (64 - bit) on an expensive HP artist edition laptop. (and yes i downloaded iTunes for 64-bit computers)

I'd appreciate your guy's help with this thanks.
