Desktop arrange icons

Many of us have multiple apps on our phone. We all have our preferances for what goes where. Moving them around is a pain.
I would like an the app page updated to where I get a screen where I can arrange my apps on a desktop and then have it apply it to my iPhone.

IE
First you set up (Make up) categories:

Home Bar
Page 1 - Main
Page 2 - Games
Page 3 - Web sites
Page 4 - Silly
Page 5 - Shopping
Page 6 - Utility

Then you get a list (Icons) of your apps and assign them to pages.

I am reposting a variation of this on the apps forum, let me know if this is out there for PC and non jailbroken.
