Default Missing applications from ipod touch

Hey, I recently bought a new ipod touch. It has been refurbished and was not new. Everything, though, was sealed including the box and the ipod itself. This is my second ipod touch and i noticed there were a few things missing from it. For one, the notes, mail, stocks, weather and map applications are not on my home screen. My first ipod touch had all these applications on it and both ipods are the same version (1.1.5). Also, my new ipod touch won't let me move my applications on my home screen. When I touch and hold an appliction, they don't all begin to wiggle so i can move them. Instead, when i let go, the application i touched opens. Is there anything I can do to fix this problem? Can i get the applications without having to buy something?

Sounds like it is an original iPod touch from before the 1.1.2 software update, and when refurbished, it wasn't given the new apps. Where did you buy it from? take it back and get another one.
