in order to use it. I received an iPod for a gift a few weeks ago, but then my macbook got stolen and I won't get a new one until the new year.

Is there a way I can use it (not the music portion obviously), but at least Safari?

Yes, you do need to activate your iPod Touch through iTunes (that's the first thing you do when you receive the iPod Touch).

After that you're free to use any Application on your iPod Touch, including Safari.
