Default WiFi ??

When I looked at the AT&T data plans there is something related to WiFi....Isn't WiFi a 'free' connection whenever there is an un-encrypted signal??

Yes. Wifi is free in most cases, but some places (like Starbucks for instance) actually charge for their WIFI service through T-Mobile.
