Ordering the refurb from the web site doesn't actually require you to sign a contract. They don't ask for any phone numbers to port, or anything like that. They are just telling you that, hey, be prepared to sign a 2-year contract when you activate this iPhone through iTunes. Only the actual stores in town sometimes make you sign up for a plan in the store, then tell you to port that number. Does that better answer you question?
