if you mean "locked", then yes, absolutely. The only times your phone will not receive calls (or texts) is when it is COMPLETELY off (hold the power button down for a few seconds, and slide the bar), it is in "airplane mode" (which disables the phone capability), or when you are not receiving a signal (no reception).
