no its not. Customers who bought the previous iphones can go to the apple store, tell them that you want to transfer your existing contract over to the new one, add 5$ for text msgs. and the 10$ for the extra data plan charge. And you walk out with only paying 215$
Secondly just because the sim says 3G on it doesnt mean anything. They use the same sim cards for the older iphones because it was pointless wasting money making a new sim. But apple did it this time. You cannot put any other sim in the phone (even if its a v1 sim) it will still not activate the phone.
