Charging Question - iPhone 3G

If I turn the phone completely off before putting it the charger the home page comes back on. Is that the way it is suppose to work? If I put it in the charger when it is on and then turn it while in the charger it stays off. What is the proper way?

You don't need to worry about whether the iPhone is off or on while charging. As long as you are seeing either the battery (fuel cell image) or a lighting bolt in the battery icon, you are OK.

The answer to the second sentence is yes. Either way you do it is OK.
