cant navigate iphone because of voice speech SETTING

I turned on in settings the voice command program on accident where the woman speaks every button you press and it operates on a double click basis.

i can navigate to settings however i cannot scroll to the bottom of the screen? how can i do this so i have access to turn this CRAP off....it friggin sux and is ruining my phone i can hardly access anything or do ne thing with it.
