Application icon on SB is not opening

I installed mobile chat application from installer source given iphone.handheld.com.vn/installer , the icon is on my SB but when i click its icon its says the application mobile chat cannot be opened. I also tried to donwload Mobile chat IPA file from themonkeysball.com and transfer though iTunes but same error the application mobile chat cannot be opened. I know I have to give permission but how ? I dont have WiFi only have Edge. Pleaes help
