ok guys tell me what i am doing wrong here. I have the wallpaper on my phone, but it only shows when i bring it back from sleep mode. I have seen some on here where they have it as actual wallpaper behind the icons. What do i need to do

I saw on here where someone posted an app where the icons were transparent and they had a custom background. That is what i am trying to do. Maybe i didn't ask the question correctly. Thanks
