I have tried placing the image in the mobile/library/wallpaper folder and I can't find it anywhere. I have created a folder titled "Wallpaper" and placed it in the customize 2 folder and still can't find it, also I put it in the Summerboard folder and I see the Wallpaper folder but when I choose it as a background it uses my locked image as the wallpaper for the main page.

The mobile/library/wallpaper will allow you to use the wallpaper as your screenlock paper. After you've transferred the file to your device, go to Settings/General/Display/Wallpaper and you should be able to see the wallpaper you just installed.
If you have Customize installed, go to Customize Images/Sounds/Wallpaper/Wallpaper. You should be able to see the name of the theme you just inserted the wallpaper into the wallpaper folder. Tap this theme, and tap the apply button on the top right corner of the screen. Push the home button and the springboard will restart.
