problem with date & time settings post 1.1.4

Updated Firmware to 1.1.4 last night, JB, Unlocked, etc.
Only have games loaded at the moment, no Customize or anything that could have caused this problem IMHO.
The problem - I was altering the settings and when I clicked on the Date & Time funtion for 24-Hour Time to be switched off, the text in that box and the On/OFF part went grey/faded instead of bold and it does not perform any function.
Anyone have an idea why? If someone can point me how to fix this I can use WinSCP to alter or toggle whatever is causing it. I simple cannot find this in the root folders...

Sorry this was a fix for contacts...there is a fix for date and time tho under Tweaks(1.1.4) called Region Patch (1.1.4). Hope this works for you!
