Issues with Magnifying Bubble

I did a search for this, but couldn't find anything helpful. Has anyone else had an issue with the little magnifying "selection" bubble? Not sure if it's the new cut, copy, and paste feature, but it seems like it doesn't come up when you just press your finger anymore. I have to hold my figure down or move my figure around to different areas of the text and eventually it comes up. It also seems to only pop up at the end of the sentence now. I can just tap on the word I need to edit in order to place the cursor.

I fell like I rambled a bit, but the issue is as frustrating as I'm sure reading my description was.
