Do you have sbsettings from Cydia?

not yet, should i have that installed?
Yes. Install SBSettings and once the springboard resets open SBSettings by sliding your finger across the top of your phone and sbsettings will drop down. Hit the "more" option on the lower left hand side and go to set toggles once settings comes up. Set SSH to on.
Once it resprings go back into sbsettings and you will see that it is there and highlighted in green which means you can now SSH. Just make sure you turn it off when you are not using it as it defaults to on.

Yeah, you'll want to Install SBSettings first.

It seems you have downloaded openSSH from Cydia.
If that is the case you don't _need_ SBSSettings to access your iPhone. SBSSettings will allow you to turn SSH off and on. I think it fires the process at startup.
I make it a point not to keep SSH running on my phone unless I need to access it. Just an added level of precaution.
You need either Putty.exe or WinSCP like you stated.
You have to run one of the above programs and login as root.
I would immediately change your root password and mobile password.
