Yeah you tap on it and it pops open, tap on it again and it closes. You can drag and drop your icons into it.
It's called Stack and you can get if off of Cydia.

Linc - how did you Hide your state on the Clockscreen widget? If I do weather for "Foothill Ranch, Ca" the temperature is hidden by the icon of the weather (cloudy, sunny, etc)

-btw for some reason when I downloaded that "T-mobile" carrier logo tweak mine never showed up. So I just downloaded the At&t carrier logo and used MiM to manually change it to At&t.
