Do you mean the Clock App, or the time on the top?

Either way try resetting or restoring it. If that still does not work, Apple Store.

Well resetting is just hold the home button and the sleep/wake button for about 15 seconds. Does not change any settings, only force your phone to turn off then back on again. just like restarting your computer.
You might be thinking of a restore. I have not JB my iPhone so I do not know about that, but I would think that you would have to reinstall it. As for losing pictures and contact. When I restored my Phone, I lost all my pictures and kept all my contacts. I have a mac, so when I sync my iPhone, Address Book(Mac) and Contacts (iPhone) sync together, so it probably just re synced from address book.

Resetting is the same as rebooting, which is like performing a "Ctrl+Alt+Del" on a PC. You generally will not lose anything by doing this.

To reboot the iPhone, hold the Sleep/Wake + Home buttons down at the same time until the screen goes black and then the Apple logo appears. Release the buttons at this time. Remember, keep holding the buttons down even when the "Slide to turn off" control is displayed.

I would say that your best bet is to go to the Apple store and get a new one.d
