If I purchase an Iphone 3G in the USA, can I use it in S. America? If not, what modif

My cousin wants to buy an iphone 3G from the USA (he lives in Ecuador). Would he be able to purchase one with an AT&T contract here in the USA, then cancel the contract (and pay the termination fee) and then use it overseas in S. America? If not, then what else is needed in order to use this phone in S. America?

Why doesn't he buy a used one from Craigslist or ebay? He wouldn't have to pay the termination fee...

What carrier does he plan on using in Ecuador Porta or Movistar, I frequent Peru (Lima, Cusco, Tarapoto) and I use movistar with my 3G and it works great, I agree with seb481 but one from craigslist or ebay, that has been jailbroken or he can Jailbreak it himself.
