on IPhoneHacks.com they call it Safari Addon Plugin on the cydia list that includes a bunch of Plugins that improve Safari

It's hosted by iSpazio. Which has been having problems lately. That's why you're probably not seeing it listed.

you might also want to check if you have the iSpazio repo installed as well. I think it is one you have to add from the repositories.

I checked and I have the iSpazio repo installed, i checked the list and iSpazio isnt in the repositories section anymore not sure if thats what the problem is or not

The list have been completely updated with what's currently on Cydia.
