No, its because emoji is widely used in Japan, but nowhere else. Thats why in the US and UK and everywhere else only iPhones can see them. I think if ATT/Verizon/Tmobile/Sprint started letting their customers use them it would get very popular and everyone could send them to everyone.

All of our phones have the keyboard in there buts its just hidden...
If there is software in my phone that is not being used (or that is at least not being used when I want it to be used) then its stupid.
If the japanese iphone had different software then it might make more sense why we don't have the emojis
