Are some Devs making thier app free only to bolster download count, then later charge

Interesting review i read from the Truth or Dare app, the reviewer says;
"This Dev is using the scam of placing the app up as free to bolster download count, then switching to paid to appear in the top 25, im really tired of this free than paid move to garner app ranking".
If its in the top 25 paid apps it definately stands to make much more money....makes me think hmmm.

I do notice, however, that the apps that appear in the Top 10 because of the free downloads eventually get taken out. I suppose someone managing the iTunes Store takes out the free downloads and adjusts for paid downloads. Still, the time it is the #1 paid app could make the devs quite a bit of money. It is somewhat smarmy, but a good way to create an instant userbase for their app.

I suppose the real "up and up" way to do it is to offer a free "lite" version and a paid version at the same time.
