Ok, this is the second time this has happened to me since 3.1.2, and this is also the second phone...I think.
Here is what happened:
I unlocked my phone, and was checking email and noticed that it was responding a little slow. I opened up Free Memory, and I was down to 5MB free, so I was going to free some memory up when i noticed that the PID for the top processes was WAY out of wack. 1981, 1911, 1822, 1699,1625, you get the idea.
So I freed the memory, and when it completed, I had a little over 52 MB free.
Time to reboot this puppy. So I shut it down, (which took a long time, almost a minute of the "wheel" spinning), and waited a few seconds and turned it back on. I put it in my pocket while the Apple logo was still on, and walked back to my office- which takes about 2 minutes. (I was having a smoke in the parking deck) I get back to my desk and pulled my phone out, and it's still on the apple logo. Crap. It's locked up.
So, I did a hard reset. Now, none of my apps work EXCEPT the native ones.
I went into settings and did a reset from there.... No change, except it locked up again, and after another hard reset, I got a message on my screen that my iPhone was now activated. "No Sh1to. It's been active" I muttered to myself.
Well, I still have the problem of none of my apps working, and all my settings are gone.
I cannot wait to get home and sync again. And in 29 minutes of usage, it already looks like I have used over 10% of my battery... doing nothing.
Interesting Hawk. To get App Store applications to work again try just deleting one of them, re-download it, reboot your iPhone and then try all your App Store applications. They should all be back up and running.
If the strange activity keeps up I think you're in need of a restore and/or new iPhone.

Well, I synced when I got home and since I had reset settings back to factory default, I spent another 30 minutes rearranging my icons again and setting up my network and such.
Everything seems back to normal, and my battery usage seems a little better.
I'll wait till Thursday and reboot again to see if the problem happens again.
And yes, I did reboot an hour after I synced.
