It may be happening because your computer isn't grounded properly (as in the third prong on your power outlet). This happens over sees a lot where they don't have any grounding cables, and touching pretty much any metal part connected to the pc will shock you.

Thanks Nutchos. It actually was my computer not being grounded properly! (third prong had been removed).
