Heat is damaging, but cold is horrible for a lithium polymer battery.
Here's my question to the OP:
Why can you not just turn on Airplane mode and bring it in with you? I would suspect that the issue is security, and more about the camera function than anything else, but leaving your phone in the car is really not a good option.
Here is the only thing I can think of as a short term solution:
Get a small cooler and one of those ice packs that you can re-freeze and reuse. put the icepack in the bottom of the cooler. put a folded towel over it so there are 2-3 inches of towel. Put your phone in a ziplock baggie that is only partially closed (if you seal it, it could for condensation)and put it ontop of the towel and close the lid. Keep the cooler out of direct sunlight. It should keep the phone in the normal operating temps during the day.
