Can I buy online at Apple without Activation

Dear Iphone people

Can I buy directly from Apple online and ship to a friend in N.J. (399$ + tax)
but I dont want to activate with AT&T because I am from Eastern Europe and I 'm gonna use it in my country.

My questions are:

Can I buy it without 2 year agreement, can I buy only a device

Where is cheaper at Apple web, or at a Apple Store, is it everywhere the same price

FYI: Already in my country Iphone works, just some unlock patches and works perfect, I had in my hand today, amazing, its getting hot in my country as well

Don't know about online, but I walked out of an Apple store without having to activate. So I would imagine that online would be no different.

Yes. Whether you buy through Apple online, an Apple Store, or an AT&T store, all activations are handled through iTunes.
