Those that choose not to upgrade for whatever reason will generally always label the update as "insignificant" while those that do upgrade will justify their purchases with bullet points as to why it was worth it. Personally, I feel as though I have a whole different class of product with the 3GS. The speed and memory finally make it behave the way I've always wanted it to. But I upgraded, so take that with the necessary grain of salt.
