isnt there some program to run a mac on a pc??? or is it the other way around?

Yea, it's an emulation of OS X, called Hackintosh.
As for your question Merlin, I believe it was demoed in WWDC. You could always search sdk tutorial on youtube and find some good results.

Yeah, I saw the demo, looked pretty simple to be honest. But I dont think thats the whole SDK, just the object based portion of it. There has to be something out there, like HTML for dummies, but instead SDK for me!!

There is, but it's quite complicated (it involves tampering with the hardware) and not to mention illegal. You can easily run any version of Windows on a Mac.

I really feel like an idiot about this. I was trying to be a smart ass because I have a mac, and can run both mac and windows, and was not aware that you can actually run mac on a windows machine. Sorry about that. Learn something new everyday.

you can write web apps SPECIFICALLY for the iPhone...

You are so right. I didnt even use web apps before we had the app store.
I wonder if it translates to the SDK though? So in other words, I create a web app and when I get my hands on the SDK I just have to change a few arrays, strings, functions... and put it right into Xcode.

Im really just looking for a way to get to know the SDK but unfortunately that isnt doable without a Mac.
I found some Cocoa and Objective-C tutorials, but thats hard to read through and learn unless I can actually play along.
