Any quality scan tool is going to cost thousands of dollars. A simple OBD II scanner, on the other hand can be very affordable. Most of the are not bi-directional (do not allow for commanding of solenoid, relays, any control of the systems on the car). Reading codes and data is one thing, but to seriously diagnose and repair cars, you need a bi-directional scan tool. I do not think the iPhone could achieve this, though it could control a device such as the Mastertech I linked above.
