Default No tethering in US?

I don't tether my phone to my computer, but one of my BIL does. He may switch to iPhone 3GS, but tethering is a deal breaker for him.

I told him I would investigate for him. I see this note on the Apple website:

Now you can share the fast 3G connection on your iPhone with your Mac or PC and connect to the Internet from just about anywhere — no Wi-Fi required.
Tethering is not currently offered in the U.S. and some other countries. See your carrier for availability


Anyone else have any more information on this?

When it came to mms we got a 'later this summer' from at&t but for tethering we didn't get any definite answer from them. So at this point we don't know if or when they will.
