What is a good music editor for Windows, so I can cut a 30 second clip from a song to use as a ringtone?

Here ya go, PortableAudacity, a great freeware. I got this and pretty much everything else on the site on my memory stick:

I use WavePad and have for years.

Great program, easy to use and free. You can also upgrade ($) for some more "advanced features" is you want.
