Is the "download meter" actually relative to true DL speed?

Out of curiosity. Does anyone know if the little round star next to the EDGE symbol, or the WI-FI symbol, is actually a true gauge when downloading? Of course it completes each cycle much faster when on wi-fi.

For example, does each complete rotation equal "X" amount of kilobits or kilobytes?

It is just a simple animation. The only difference in the animation speed is if you switch from EDGE to Wifi.

Good question, because I notice it is slower when on EDGE as well, and will sometimes stop moving and the web page won't load as fast.
