Safari error message - help!

I often receive the following error message "Could not open a pop-up because there are too many pages open". I know this is not the case because I can reboot my iphone and get the same error. What does this mean? Is it a bug? Thanks

I went in the "pages" button at the bottom right and closed some pages. I believe the limit is 8 pages. When I am using mockdoc web application this tends to fill up on me.

Try keeping your history, cookies, and cache cleared. That has helped for me.
