Is there any way to avoid usage charges?

Is there anyway to avoid usage charges or lower them? I'm paying around 15 dollars of usage charges while the other line on my family plan is only paying around 2 dollars. Damn hiding charges, thats around 25-30 dollars in usage charges,tax and other charges combined.

the main line on a family plan pays most of the usage charges. That's why yours is more than the secondary line.
