I upgraded to 3.1.2 and jailbroke with blackra1n and unlocked with blacksn0w but when I go to general > network there is no cellular data settings section there as there was on 3.0 and my mate has 3.1.2 on his but with a genuine sim card in and not unlocked but his cellular data settings are there.
Has this happened to anyone else who has unlocked?

You need to reset network settings then reboot. Seems to be curing the problem.

Hmm I have just worked out what it is I done a restore but there is a carrier update avaliable via iTunes for Orange which updates the carrier settings from 5.0 to Orange UK 5.1
I wonder why they have released a carrier update which removes you from editing network settings?

Orange are releasing the iPhone next month. Maybe they are pre-empting people tethering etc and have put a stop to it before it becomes a bigger issue for them?

Yeah must have done when you click on set up internet tethering it says To Enable tethering on this account, contact Orange UK.
I really hope O2 unlock iPhones when it is released through Orange on the 10th I was reading a interview with the managing director of O2 who said they would if peoples contracts had finished but for PAYG iPhone I have heard that the phone needs to have been on there network 12 months.
I hope thats not true I payed £440 for this phone on PAYG I don't see why it should have to be on there network for 12 months before being unlocked.

I have the same problem. I think it's an issue with unlocking.
