2 Problems with homescreen background

1. I have the Glasklart theme and the User Wallpaper theme isnt working for me. As far as I know, it uses your lock screen wallpaper as your homescreen wallpaper, correct?

2. I have also tried downloading vWallpaper on Cydia, Icy, and Rock but the download always fails. Is there a reason or a fix for this?

PS I am unable to save files on my iPhone in WinSCP unless it is under /var/library/mobile/

I wouldn't mind this if I could find a way to move the files from the iPhone like I used to with MobileFinder, but that doesn't work for me anymore on 3.0

So as you can see I have quite a few problems, and I am usually good with fixing these things but I am stuck now. Any ideas for any of the above problems?

Move user wallpaper to the top of winterboard.

I hear icy and rock and not good to use and can screw up your phone leading to a restore. I only use cydia.

I'm not stupid I know how to use Winterboard. I just decided to restore my phone and rejailbreak it. I will try it with just Cydia now (even though I hate it) and see if that helps at all.
