Need app that will let me play mp3 files and be able to jump forward/backward 30 secs

While listening mainly to podcasts or audiobooks, sometimes I'd like to skip past a boring section or go back and re-listen to what I just heard. I'm looking for an app that will allow me to play my mp3 files and have this ability.

Does anyone know of such an app?
