Hi I'm new here,
What if I bought an iPhone 3GS with an AT&T data plan but used it in another country??? Would I still be charged even thought I'm using on my local provider??
Any answer is appreciated.

If you bought the iPhone in the US, it would be locked to AT&T. When travelling back to your country, you would then be subjected to heavy roaming charges. You are better off buying your iPhone from your local provider. Otherwise, you would need to search for an older 3GS which still has an OS which can be unlocked.

S even ordering it online from the Apple store would subject me to roaming charges??? Would unlocking it make a difference or will I still be charged monthly??

Order it from the Apple Store, but specify your own provider. You would then be subject to your own local cell tarriffs.
Unlocking it would allow you to use your own local SIM card. When in your local region, that SIM card would allow you to use the iPhone as though it were native to your country/carrier. No roaming charges.
