to assign passwords to things?
For example, I want to set a password for each time I open safari/firefox.

I use something called 'MacLoc'
It's not an actual lock on an individual app, it basically (with one click) take you to your lock screen. Very Fast and handy.
There are also widgets for your dashboard in which you can use. One example is 'Abracadabra' this is where you could hide things on your dashboard. It's password protected and it even hides any spotlight search made.

As a general security measure, I use the option in security to ask for my password each time the MacBook is turned on from sleep, or when the screen saver is turned off. I can't see the need for application-level passwords. However, for my son, I have parental restrictions that only allow him to use certain apps and only visit kid-friendly sites.

Yes, I have the password for the sleep mode as well......
I want to figure out to add a lock on Safari, etc.

You can always always do a right click "Show Package Contents" and change some file's name making the app unopenable, then putting it back when u wanna open it. Hope this helps
