Can't say anything about that program as I have never used it, but you don't need to jailbreak to get free tones. Search the forum and you will find a thread on how to do it.

I have used both iphoneringtonemaker and Audiko.net, and now that I have a mac I use Garage Band, but both the others have worked well for me in the past.

I've been using iRinger for a while now, no issues at all. Very simple, easy to use program.

The reason people are using apps or software is because ringtones have to be under 30 seconds. Renaming the file extension, only gets you so far.

Now if you have a 30 second clip and you convert it to ACC, then just changing the file extension is all you will need to do. Otherwise you need to trim the length.

thats exactly what i do. it actually allows you to use 40 seconds of the song. i almost never let my phone ring that long, but i got so quick at it i can get like 10 done in 5 minutes. the longest part of the process is deciding on the time you want to make the ringtone.

i do have garage band i may try it just to see how it does it.
